Goals
City Planning and Development:
• A comprehensive approach to urban planning and redevelopment.
• Improved coordination, communication and enforcement of Construction, Historic Preservation, Planning, and Zoning ordinances and regulations.
• Full implementation of the Power House Arts District Redevelopment Plan, with a protected 111 First Street Building as its centerpiece.
• Full implementation of the Jersey Avenue Redevelopment Plan, with low density residential and new greenspace development on 10th Street and elsewhere.
• Low income and affordable housing programs integrated into market rate development plans in redevelopment areas.
• Comprehensive traffic impact study for all of Jersey City.
• Pedestrian friendly urban planning approaches (e.g., traffic calming, bicycle lanes, public transit etc.)
• Urban Compatible School Development and Design, which does not require public taking of property
• Incorporation of “Green Architecture” principles into municipal development processes, including the promotion of gas/electric hybrid and other technologies to reduce fuel and energy costs
Public Safety:
• Enhanced Police, Fire and Safety Resources -- Personnel, Capital Equipment and Technology.
• Resources.
• Community relations training.
• Examine the effectiveness of business curfews.
• Civilian complaint review boards.
• Crime statistics.
• Coordination of law enforcement agencies and their responsibilities.
Parks/Open Space
• Acquisition and permanent protection of the 6th Street Embankment as a natural open greenspace belt.
• Preservation of Reservoir #3 as a natural open greenspace.
• Development of greenspace beltway stretching from 10th Street along the Palisades throughout the Jersey Avenue Redevelopment Plan area.
• The creation of a Shade Tree Commission and Jersey City’s application to become a “Tree City USA” member.
• Development of a Jersey City Greenspace Development Funding Mechanism dedicated solely to the acquisition, development and maintenance of open greenspace
• No further commercialization of Liberty State Park
• Bringing the East Coast Greenway via the Bergen Arches and 6th Street Embankment to the Jersey City Waterfront.
Good Government:
• Development of a clear and consistently applied tax abatement policy, including a full study of the existing process and a compliance audit of issued abatements
• Facilitating Access to Grant Funding
• Improved Internal City Department Management, Communication and Accountability with the introduction of a Municipal Performance Management (Report Card) System
• A Complete Review of Jersey City’s Public Meeting and Record Administration Process, including a new sound recording system for City Council Chambers.
• Jersey City’s designation as a “Certified Local Government,” to establish our eligibility for historic preservation loans and grants.
• A Jersey City “e-Government Municipal Website enabling full access to city services and information
• Improved and Accountable City Services – Waste Management, MUA, Parking Authority are not delivering quality or comprehensive services, nor are they accountable to residential taxpayers
• Development of DPW maintenance and performance standards for public rights of way, including streets, sidewalks and parks
• Restructuring and development of a full-time City Council
• Election and campaign finance reform
• Education – Jersey City School System
